The NEET population is, by definition, financially disengaged — they cannot pay for the service themselves, and their families are often equally resource-constrained. The only viable revenue path is government and NGO contracts, which require multi-year procurement cycles, clinical validation studies, and policy procurement experience that no startup can navigate to early revenue. This is a research grant project, not a business.
